Balance Assembly: The balance wheel and hairspring are responsible for regulating the timing of a mechanical watch because its oscillations (each time it spins back and forth...generally speaking, most movements operate at 28,800 vibrations per minute) are regulated by how the pallet fork engages the escapement wheel. Also note that the ticking noise you hear coming from your mechanical watch is this constant striking of the jewels on the pallet fork to the cogs of the escapement wheel.
